Abstract

The rapid expansion of digital technology has reshaped how English literacy and language skills are taught and acquired around the world. This paper presents a systematic literature review examining how digital tools and technologies contribute to English literacy development, drawing on peer-reviewed studies published between 2020 and 2023. The review synthesizes findings across four thematic areas: conceptual foundations of digital literacy in language education, teachers' perceptions and adoption of digital tools, the role of mobile-assisted language learning (MALL) in vocabulary and skill development, and the persistent challenges that hinder digital integration in English as a Foreign Language (EFL) and English as a Second Language (ESL) classrooms. The findings indicate that digital tools, ranging from mobile applications and digital flashcards to multimedia and web-based platforms, can meaningfully support reading, writing, and vocabulary development when supported by adequate teacher training, institutional support, and pedagogically sound implementation. However, barriers such as limited digital competence among teachers, inconsistent access to infrastructure, and insufficient policy guidance continue to constrain widespread and equitable adoption. The paper concludes by outlining pedagogical implications and proposing directions for future empirical research, particularly longitudinal and comparative studies that examine the sustained impact of digital tools on English literacy outcomes across diverse educational contexts.
