The Working Paper Route Most GIPE Scholars Overlook
Read the clause carefully. It asks for one research paper in a refereed journal or an Institute Working Paper. The Working Paper is an alternative, not an addition. For a GIPE scholar whose chapter is already drafted in working-paper form — which describes a great deal of applied economics work — this satisfies the publication requirement inside the Institute, with no article processing charge and no external review cycle to wait on.
That is worth knowing before you spend money. Raise it with your Principal Research Guide early, because the two routes have very different timelines and the choice shapes when you can realistically file your synopsis.
The external journal route still makes sense in two situations: when you want the publication on your CV for the academic job market, where a refereed journal article carries more weight than an institutional working paper; and when your Research Advisory Committee prefers external peer review on the specific chapter. Both are strategic reasons, not compliance reasons.

The GIPE Sequence, Start to Finish
- Admission gate — a 55% master's plus either a valid UGC JRF or eligibility on a valid UGC-NET score. JRF holders face a personal interview only; non-JRF candidates are scored 70% on NET and 30% on interview.
- Provisional registration — dated from the day you join the programme.
- Course work — one semester, minimum 16 credits including Research and Publication Ethics, cleared at 55%. Registration is confirmed on completion.
- Half-yearly presentations — to your Research Advisory Committee, compulsory for all registered scholars. Missing three consecutive reviews cancels your registration.
- Publication and presentations — one refereed journal paper or Institute Working Paper, plus two conference or seminar presentations, with the acceptance letter or reprint retained.
- Three-year floor — the thesis cannot normally be submitted before three years from registration.
- Pre-submission presentation — before the Research Advisory Committee, open to all faculty and research scholars.
- Synopsis — five copies of a statement with the title and synopsis, through your Principal Research Guide to the Office of the Dean, Research and Publications.
- Draft thesis — four spiral-bound copies plus two copies of a summary, within six months of the synopsis.
- Evaluation — your Principal Research Guide as internal examiner plus two external examiners chosen by the Vice Chancellor from a confidential panel of six, at least one from outside the state or country. Reports due within 90 days.
- Open defence — before the Ph.D. Defense Committee, open to faculty and students. You receive the examiners' reports at least seven days beforehand.
- Deposit — six hardbound copies within 30 days, plus a soft copy for INFLIBNET.
The trap: the six-month synopsis-to-thesis window is firm, and missing it means a revised synopsis and paying the examination fees again. Have your publication evidence in hand before the synopsis goes in, not after.

- T−12 months — decide with your Principal Research Guide between the Institute Working Paper route and an external journal. This single decision drives everything after it.
- T−10 months — if going external, first submission. Economics and social science journals run long review cycles, so build in one rejection.
- T−9 months — first conference presentation, certificate filed.
- T−6 months — revise and resubmit, or reroute; second presentation completed.
- T−3 months — acceptance letter in hand; pre-submission presentation to the Research Advisory Committee.
- T−0 — synopsis filed. The draft thesis is then due within six months.

How many papers are required for a PhD at GIPE?

Does GIPE require a Scopus or UGC-CARE journal?
No. The rules say 'refereed journal' and stop there. There is no indexing condition, no UGC-CARE requirement and no quartile restriction — which makes GIPE's publication requirement the least restrictive among Pune's deemed universities. What GIPE does require is that the journal is genuinely refereed, so peer review quality is the thing your Research Advisory Committee will look at, not an index listing.
Can I use a GIPE Institute Working Paper instead of a journal?
Yes. The rules name the Institute Working Paper as an alternative to a refereed journal, not as a supplement to one. For a GIPE scholar whose work is already shaped as an economics working paper, this route can satisfy the requirement inside the Institute with no article processing charge and no external review cycle. Discuss it with your Principal Research Guide early, because it changes your timeline substantially compared with an external journal submission.
Does an acceptance letter count, or do I need the published paper?
An acceptance letter is sufficient. The rules ask for evidence in the form of an acceptance letter or the reprint, so you do not have to wait for the issue to appear before submitting your draft thesis. Keep the letter on the journal's letterhead or from the editor's official address — an email from a generic account is weaker evidence at adjudication.
Do I need UGC-NET or JRF to get into GIPE's PhD programme?
Yes, and this is a hard gate. Beyond the 55 percent master's requirement, candidates must either hold a valid UGC JRF at the time of applying or be declared eligible on the strength of a valid UGC-NET score. JRF holders are admitted through a personal interview alone. Non-JRF candidates are assessed on the UGC-NET score weighted at 70 percent and the interview at 30 percent. Fellowships other than UGC-JRF, such as NFSC, NFST or NFOBC, are treated as non-JRF.
What is the plagiarism limit for a GIPE thesis?
The 2025 rules do not state a numeric ceiling. They require the Academic Council to maintain a detection mechanism, and the thesis must carry an undertaking from the scholar plus a certificate from the Principal Research Guide attesting to originality. In practice the UGC 2018 academic integrity framework applies, under which similarity up to 10 percent carries no penalty. Ask the Office of the Dean, Research and Publications which tool the Institute uses and what threshold it applies before you run your check.
How much course work does GIPE require?
A minimum of 16 credits over one semester, including Research and Publication Ethics as notified by the UGC and a research methodology course. You need 55 percent or the equivalent on the UGC 10-point scale to continue in the programme and to submit your thesis. Provisional registration is confirmed only once the course work is complete. Scholars may also be assigned 8 to 10 hours per week of teaching or research assistantship.
