PhD publication requirements at Maharashtra universities are not uniform. Since the UGC removed the national pre-submission publication mandate in its 2022 doctoral regulations, every university sets its own rule in its own ordinance — and they differ. Some Maharashtra universities still require two papers in UGC-CARE listed journals before you may submit a thesis; others require one; a few now make publication recommended rather than compulsory. What the UGC 2022 Regulations Actually Changed

Under the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022, the requirement to publish in a peer-reviewed journal before final submission of the thesis was removed. The earlier position — at least one paper in a refereed journal plus two conference presentations — no longer applies at the national level. The UGC's stated reasoning was that a single rule did not suit every discipline: computer science scholars often publish primarily at conferences, while other fields have very different publication cycles.

Two consequences matter for you:

  • The rule moved from UGC to your university. Universities were left free to set their own standards, and most Maharashtra universities have retained a publication requirement in their ordinance. "UGC doesn't require it anymore" is therefore not an answer to whether you need to publish.
  • Most online advice is out of date. A large number of guides, coaching pages and forum answers still state that UGC mandates two UGC-CARE papers. That was the pre-2022 position. Treat any source that does not cite your specific university ordinance as unreliable.

How to Find Your University's Binding Rule

Work through these in order. Stop at the first one that gives you a dated document.

  1. Your university's PhD / Research section page. Look for "Ph.D. Ordinance", "Ph.D. Rules and Regulations" or "Research & Development". Note the ordinance number.
  2. The ordinance or statute PDF itself. Search within it for "publication", "research paper" and "submission of thesis". The clause you need is usually in the section on eligibility for thesis submission, not in the admissions section.
  3. The most recent amendment circular. Many Maharashtra universities amended their PhD ordinance after 2022. An amendment overrides the base ordinance, and the base PDF on the website is often the older one.
  4. Your department or faculty. Faculties sometimes impose a stricter requirement than the university minimum. Ask for it in writing — verbal guidance from a supervisor is not something you can produce at submission.

Record the date of the document you relied on. Ordinances are amended without public notice, and a rule you confirmed eighteen months ago may no longer be current.

Reading the Ordinance Wording

The exact phrasing determines which journals you can actually use. These are not equivalent:

Plan Backwards From Your Submission Date

  1. T−12 months — confirm your ordinance requirement in writing; carve publishable units out of your thesis chapters; shortlist target journals.
  2. T−10 months — first submission. Assume it comes back; roughly half of first submissions are rejected or returned with major revisions.
  3. T−7 months — revise and resubmit, or reroute to the next journal without losing a review cycle.
  4. T−4 months — acceptance and DOI assignment.
  5. T−2 months — pre-submission seminar, similarity report, RAC clearances, university paperwork.
  6. T−0 — thesis submitted with publication evidence attached.

How many papers are required for a PhD in Maharashtra universities?

There is no single number. The UGC removed the central pre-submission publication mandate in its 2022 doctoral regulations, so each university now sets its own rule in its own ordinance. In practice Maharashtra universities range from no mandatory publication at all to two papers in UGC-CARE listed journals. Your department's current circular is the only binding answer — check it directly rather than relying on what a senior scholar was told before 2023.

Did UGC really scrap the mandatory publication rule?

Yes. Under the 2022 regulations it is no longer compulsory under UGC rules to publish in a peer-reviewed journal before final thesis submission. The UGC chairperson noted at the time that this does not mean scholars should stop publishing, and universities remain free to impose their own requirement — most still do, which is why the rule varies from campus to campus.

Is a UGC-CARE journal enough, or do I need Scopus?

For thesis submission compliance, a UGC-CARE listed journal is sufficient at most Maharashtra universities. Scopus or SCI publications matter more later — in API/CAS promotion scoring, in post-doctoral applications, and in NET/JRF-linked appointments. Read your ordinance wording carefully: 'UGC-CARE Group I' is a narrower requirement than 'peer-reviewed journal', and the two are not interchangeable.

Do conference proceedings count towards the requirement?

It depends entirely on the university and often on the faculty. Some engineering and computing departments accept Scopus-indexed proceedings from established publishers; arts, commerce and management faculties usually do not. Where the ordinance is silent, assume journal articles are required, because they are accepted everywhere.

What is the usual plagiarism limit for a PhD thesis in Maharashtra?

Most Maharashtra universities cap similarity at 10 percent, checked with Turnitin, Urkund or DrillBit depending on the institution's licence. Run your own similarity check well before the official one — the university's report is normally the binding version, and there is rarely enough time to rewrite chapters after it comes back.

How far in advance should I start publishing?

Plan roughly twelve months before your intended submission date. Around half of first submissions are rejected or returned with major revisions, and a single rejection-and-resubmission cycle can consume three to four months. Scholars who start four months out are the ones who end up paying for fast-track options.
